Brief specification description or basic overview of the project: To improve urban comprehensive management in the Caolu Town area, strengthen supervision of street appearance and urban order, and maintain a clean, orderly, and well-kept environment, it is proposed to select a professional third-party agency through open procurement to provide special security services for the New Town and the North Residential Area of Jinhaihua City. The main tasks of this project include identifying, reporting, handling, verifying, and coordinating joint actions with law enforcement teams regarding urban comprehensive management issues within the New Town and the North Residential Area (see Chapter 3 of the Procurement Requirements Document for details)

二、申请人的资格要求 2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Welfare units for disabled people and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）具备公安部门核发的有效的《保安服务许可证》；
（5）本项目不允许转包。
